Project Construction Manager

We are seeking an experienced Project Construction Manager to join our team in Almelo, Netherlands. In this role, you will be responsible for managing and overseeing the construction phase of assigned projects, ensuring safe, timely, and compliant execution. You will support the full project lifecycle from setup and initiation through to delivery and closure.

This position is critical in ensuring that construction activities meet safety standards, quality expectations, and project requirements. You will lead and support a team of Deputy Construction Managers across a defined project scope.

What you’ll do:  

Construction Phase Management

  • Plan, manage, monitor, and coordinate all activities during the construction phase.
  • Ensure that construction activities are executed according to project specifications, schedules, and safety standards.

Health, Safety & Welfare

  • Identify and manage health and safety risks for all individuals involved in or affected by construction activities including employees, contractors, and the public.
  • Establish and maintain procedures to control risks effectively throughout the project lifecycle.
  • Consult and engage with workers regarding their health, safety, and welfare.
  • Ensure the provision and maintenance of suitable welfare facilities on-site from the start to completion of the project.
  • Take proactive steps to prevent unauthorised access to the construction site.

Construction Phase Plan

  • Prepare a comprehensive Construction Phase Plan prior to project initiation.
  • Implement the plan and continuously review and update it to ensure it remains effective and relevant throughout the construction phase.

Stakeholder Collaboration

  • Act as a key liaison between Urenco, the Principal Designer, and the Client, ensuring effective communication and coordination of safety and project requirements.
  • Share relevant information that supports the planning, management, and monitoring of both the construction and pre-construction phases.

Team & Contractor Oversight

  • Support and guide Deputy Construction Managers in the delivery of their responsibilities.
  • Ensure that all appointed contractors and personnel have the necessary skills, knowledge, experience, and, where applicable, organisational capability to carry out their duties safely.
  • Oversee site-specific inductions and ensure workers receive any additional training and information required for their roles.

Additional Responsibilities

  • Promote and model a proactive safety-first culture throughout all project stages.
  • Drive constructability improvements by applying best practices during project front-end loading.
  • Act as the subject matter expert in project construction management advising, leading, and consulting as needed.
  • Independently assess contractor construction practices to ensure alignment with Urenco objectives and industry best practices.
  • Protect Urenco’s commercial interests through robust contracting strategies, supplier selection, and contract management.

What do you need to thrive in this role?

  • Proven experience working as a Principal Contractor on large-scale construction projects.
  • Strong ability to manage ambiguity and take accountability for delivery.
  • A postgraduate qualification in engineering or project management, or membership in a relevant professional body.
  • Demonstrable experience managing the full project lifecycle, from concept to handover.
  • Extensive on-site construction experience.
  • Relevant international and national legislation, regulatory frameworks, and industry best practices.
  • Higher National Certificate (HNC) or degree in a relevant engineering discipline
  • Postgraduate qualification in engineering or project management, or membership of an appropriate professional body
  • NEBOSH or an equivalent recognised health and safety qualification
  • NVQ Level 5 in Senior Construction Management, or currently working towards it (or equivalent qualification)
